well after testing a bit more it seems you just have to look out for uncharted, color doesnt matter much .. tho i think even in normal systems that have "dead" planets there could be some of this kind

so id say rule of thumb is if you scan and it says some of the "dead" planet types like, airless, desolate, emtpy, lifeless and whatnot and they have water you can see from space its 100% not a dead planet
