Class, stats, all of these are nuances. Anything in NMS is only good if you like the design.
If you're keen on nuances, since it's a white Atlantid it's slightly less than black Atlantid multi-tools. Class isn't an issue though.

I'm thinking that's the limit unfortunately. On all ocean worlds with a 1400 depth the ocean starts pretty much immediately on entering the atmosphere. So it's about as high up as I think it can go. I'd even be happy with a natural cave on the ocean floor leading deeper

While the pieces are largely cosmetic the location can create very different results in terms of how the staff components are colored but more importantly how the slots are arranges after you level it up in class. The slot arrangement is just like any multitool so they can make a huge difference in capability/damage/etc.
