If you purchase a game from a company, you do not own that game. You own a license to play it. Companies can, and have, revoked licenses to play the game. It isn't illegal for you to carry on playing that game. If a company wants to go out of their way to make sure you cannot play it, they absolutely can ala Blizzard or Activision who have, in the past, disabled games once they've reconnected to the servers they're being hosted off of. In fact you will, more than likely, never own more than just a license to use any digital good because there's no need for it. Ownership would be the source code, maybe, and even that's a stretch. If a game developer decides, at random 'Hey, screw Burning Bubbles' and decides you cannot play the game, they have every right to do that and to go above and beyond what is required to stop you from infringing on their intellectual copyright. It isn't a restaurant, and the laws stopping it are still in their infancy if they even exist (Which they barely do).

Steam won't usually go beyond this call because they're a platform. When you speak of legality it's a grey area, but no, Steam cannot do that. What they can do, is stop any access to their servers which verify that you have the ability to play it. Some games need the verification simply to open it, and in the future that'll most likely be the norm. The kitchen sink analogy is a silly one because you're speaking about tangible goods versus something that can simply be copied, cracked, replaced, modded, so on. You cannot just 'copy' water, or make your own version of it.

Hacking in a game is not breaking Steam TOS. Hacking in multiplayer may be at a stretch, but usually that comes down to VAC more than Steam's TOS.

So Steam may stop you using your library as a whole, or their servers.
