They are all based on something

They all use something to come up with the numbers the put out

That something is called the seed of the RNG

If you want something to seem truly random in a videogame, where it HAS to be as random as possible or the player would notice, you typically would use the nanosecond clock of your CPU as the seed

Because the last digits of that vary so fast that it's effectively random

The thing is, if that initial seed is determined by something actually random, its REALLY slow to seed it

Like REALLY REALLY slow, it can easily take thousands of CPU clock cycles to seed it once

Which is just not acceptable when youre talking about a video game that might require hundreds of RNG calls every frame

So what fast RNGs do instead is they take the initial seed, which is typically sourced from something actually random while the game is starting so the slight delay doesnt matter, and then they use that as ONLY the first seed

So then it takes the seed, and spits out some value, and then the RNG uses that value as its next seed

Thats how most RNGs work

It might do more than 1 loop of this

And in practice they usually do

What determines that seed? An algorithm that decides the seed based on how "perfect" it wants the module to be. So the "perfection" score is the seed of the that algorithm.
Now, what determines the perfection score? An algorithm that is weighted in a certain way, in a certain curve, and that takes in input values (also called seeds) and changes them so they're distributed seemingly randomly along a curve like that.
What determines THAT seed? A pseudorandom number generator that has a seed that is stored in the game state, and that changes every time you roll a new upgrade.
That all means that when you roll an upgrade, the RNG that is at the lowest level of what we care about here, increments its state once, and now has a new seed. But now, if you reload a save from earlier, it resets to an earlier seed, so if you now roll some new upgrades, its going to just repeat the same seeds again, because it increments only when you roll an upgrade.

Im ofc not 100% sure that this is how the game works, but i would be VERY surprised if it wasnt this

The ONLY difference in the case of for example entire star systems is that the seed is based on something like its position in the galaxy, or something else that doesnt change

No! It’s predetermined and not based on an algorithm. The information is saved in an MXML file. For each module, with 1 to 100,000 seeds there are “rarities” in the game file that determine which seed will get used but we can bypass this rarity system by noting down the “number” of time we have opened a certain module. Say we come across a module that has .95 perfection at 6th open of a packed module, we can be certain that every 6th open of that module will be a .95 perfection iff we don’t open a fresh module of the same type (type and class in this matter) for the next 5 rolls.
