Main agent completely unresponsive in telegram

@daring widget Talking to main agent in telegram dm session and its extremely flaky

sometimes receive this message:
400 prompt token count of 269037 exceeds the limit of 128000

sometimes receive no message (more often than not)

restart/reset/new does nothing to amend it

need idiomatic settings for every core openclaw config file and setting and openclaw cli commands to safely get back to a stable state
