No they aren't. If they are as experienced as you have been describing, they would already be max level. And if they are, then just go in a private lobby. That is how I got 3 whole pages of disappointment except for one thing.

Except for killing bosses like overseer, I would wait till you have or already have a level 20 or higher epic, legendary, or mythic.

Also it wouldn't be that fair cause it takes a long time to kill overseer just for one person to get a block.
