due to recent sustain powercreep (aka you can get plenty ls through just tier items) & there being a few very good hp options to balance out virgo's hp

You either need hpr, stealing greed or really really high ls (like 10k effective)

(stealing greed is better because while also being chance based you can control when you're getting healed; if it doesnt trigger for 10s you can pick up emeralds you didnt need earlier)

i believe it was originally intended to be cooldown based but couldn't be coded (at least at the time) so it became chance based

personally i think chance based is the much more interesting version for at least life steal

In things like wars super fast ls is super reliable

But when you hit less mobs..

you have an okay point but like

  • life steal would become health regen 2
  • life steal would not have the interesting powder special synergy
  • life steal would not be the interestingly better thing for melee anymore
  • life steal would be a lot trickier to actually get off well for hybrid
    just so it very specifically prevents getting very unlucky?

for mana steal you'd have a better case for a cooldown, but for life steal it's just not a change i want to support

So after you proc it it starts / resets a 5s timer and if this runs out the next hit will have a 100% chance
