It's not very fun to be completely locked out of using items with str and dex requirements. I understand the major ID has potential to be completely busted but -100 to 2 stats is a little silly imo.
To be clear I'm not saying to remove the penalty outright, but make it -35 to -50 or something. Considering the stat requirements to use it I'd say that range is more reasonable.
