Quest citizens or npc that you can talk about are far more interesting, town citizens are usually buggy, less interesting and don't bring anything besides immersion, a thing that was solved in fruma with more interactive npcs, i think that removing them and adding npc which you can talk, or make puzzles would be far better in terms of immersion, love talking to secondary characters in quests and they add more into the worldbuilding, also town citizens can be found in places where they don't belong (like railroads in fruma towns or outside of cities), maybe add more npcs that moves or have routines from time to time.

also, quick suggestion, but make some interactions of npcs guide you towards secret discoveries, something like gossiping with an npc that found artifacts or parts of puzzles, would be really neat and interesting

is unrelated, overall i was thinking about this since i got to Auburn
npcs in fruma feels better and town npc makes each town different, citizens were introduced as a way to add immersion and make towns alive, but rn npcs work better as a whole, i hope that we see it implemented in other provinces, each town with cultural references or personalities and differentiation
fruma towns feels different not just because of questlines or construction, but also because the town has people which can interact with the player and the player gets to know more about the town or things that can be done nearby
As a normal ass player, I'd love for the NPCs to have some more interesting and interactive dialogue. As someone who works on the Voices of Wynn mod, please god no. 😭
