You’d be able to lock a guild’s HQ permanently then
47 year queue time
Hq locks end after 10 minutes
If we requeue, just dont relock it 
Apply the average of the taxes between the territories for each additional minute

You can't increase timer length because that additionally locks hqs and it lets you prequeue unbuffed conns from a much much shorter distance
If instead it's a delay that is placed in front of the queue, how is em traveling going to work, what happens when hq is moved and what if the total tax changes
for increasing timer length, which is what i intended, they can have it lock hq for how long it otherwise would have locked. what do you mean by prequeue unbuffed conns from a much shorter distance? I do think it makes prequeueing unbuffed conns much easier/reliable, which wasn't intended. Not sure what to do about that.

could have it only work if the queue would only go through territories of the guild you're attacking so tax doesnt affect it
