i said it once and i'll say it again, fruma's border are going to be less strict canonically once fruma comes out (cause during a trailer or blog post i think its mentioned that fruma's "opening its gates"), and the simple fact that fruma can export goods means detlas could import, fruma's only ban on the borders are probably people, basically illegal immigrants/magical bombs & sorts/biological weapons, its perfectly reasonable detlas can sell boots to fruma

theres plenty of ways fruma can remain secret while accepting imports, such as collecting imports outside of the province, like behind ragni which is right next to fruma, detlas soldiers can cart over imports to the location than fruma soldiers take over therefore the detlas soldiers aren't allowed inside the province nor do they get a single peek of it
