it was usable at lvl 1 for a long time but it was eventually fixed so it now only works for level 45 and up.
The suggestion is that they want it to be usable at level 1 again

wynncraft needs an item update anyways, a lot of armor pieces just dont fit into modern builds. level 25-30 seems like the correct range for this item so im not sure why they said "lets make it useless and require level 45"
