Maybe it could be a certain percentage of the main attack
smoke bomb, air shout, acrobat spins
it could be nothing at all, cuz itd be way too strong, especially for melee classes
so people would use super slow with spells

I mean otherwise if you play classes that do spellspam you just have to stop doing spells, go towards an enemy and hit it 10 times dealing no damage
Or you know whatever the weapon speed is
u do it while cycling spells, or regenerating / stealing mana
and u always want to be close as melee, and as ranged u do not need to get close anyway
you can combine melee while cycling

I can barely cycle yet i manage to sneak in a few melees
The way powders charge with melee is that they always activate at the same general time, regardless of how fast your attack speed is
If spells charged powder effects, it would be a tad busted since there's no cooldown on casting spells

wind prison is only really usable with shadestepper and that is hard too
it forces you to play solo in a server that promotes multiplayer in end game
even then, it’s bad when solo
honestly they should make it so wind prison only activates after the person who used attacks
so their attack would be buffed
make it a debuff effect that’s only affected by the caster
same behavior as marks and winded

but there is room for discussion about powder specials themselves. how quake and chain lightning only really benefit melee (aside from life/manasteal)
and how wind prison is useful for max 2 specific build+archetype combos 
and that's being optimistic, the use cases being shadestepper or heavy melee sharpshooter where you somehow opt to powder air instead of earth
spell shadestepper is the only use for wind prison and its still outperformed by hmelee
