Simply remove all cobwebs instead 
there aren't that many of them, its what like a dungeon and qira?
you would think there arent many, but if you just wander around aimlessly for a while, it is quite annoying and prevalent

honestly Spider Dungeon is quite annoying because of the webs

theres nothing i enjoy more than sitting in cobwebs
it gives me time to reflect over my misuse of the movement spell i just used
without them I might have considered myself better than I really am
please can we add more cobwebs to all the dungeons in all the places
Wouldnt this make the cobwebs completely useless
If theyre bad design, why make some band aid fix when you can just remove them instead
They add interesting design to places and help you know that spiders may lurk
Yea they can still be on the roof and below the parkour
But remove the spell if it’s that frustrating. I play mage and can just tp through them
Is that even within the limitations of Minecraft
Like, cobwebs slow the player's momentum to a near halt
GIven that most movement spells simply launch the player how to you get cobwebs to ignore what is just another change in the player's movement
If player incobweb set instantaneous velocity to X amount to move to the next block then +normal launch velocity. Can that be coded in vanilla Minecraft?

How do we detect if the player is in a cobweb?
The player doesn't need to be in the same block as the cobweb for it to affect your movement, it reaches you near the edge
Unless you're referring to simply teleporting the player past the cobweb when they touch it?
I’m referring to when a movement spell is cast while the player is touching a cobweb, the player will be “launched” but kind of teleported to the edge of the adjacent block they’re facing.

What happens if there is more than 1 cobweb in the way though
And since touching a cobweb halts nearly all momentum how does the game calculate how much momentum the player has left just before they touched the cobweb
Every movement spell move them to the next edge of the adjacent block they’re facing. If there are 5 cobwebs in the facing direction it would take that many movement spells to leave

Idk it sounds plausible to code though. I’m sure there’s more elegant solutions like you were leading to though.
(The better solution is simply to remove cobweb spell)
And/ or actually make the spell reasonably avoidable
This does not solve chimneys. Although there is no need for quick reaction in that case it’s just annoying

As someone who lost a (low lvl) hic to being stuck in cobwebs i approve
cobwebs are designed just for that, why get a quick fix when you run into them?
