If you've ever wandered around outside of Detlas, like me, you've probably come across Vagrant Van. He complains that the corrupted have taken control of his tower, and that it's filled with powerful zombies or something. However, he doesn't give a quest at all. He just kinda exists for no real reason. At least those citizen NPCs gave some useful tidbits of information. This guy should have a quest, he clearly has a problem and asks you to solve it.

it introduces the player to a loot tower they otherwise might not find as its off the beaten path and gives them a reason to explore it
but at the same time it’s not fit to be a quest

Not everything has to be a quest, it's just a world npc that mentions a world location

Thank to this guy I actually got my first high tier chest, with my first pouch. But I got knocked off and lost the chest XD
