i think the main problem is that devs have an idea for what changes should be made, and how the system pans out, but players will always find the most refined and best method or version to do something

for example, HQ bonus was designed with, what i presume, was the intention to make it so you have to take more outer territories first, then attack HQ near the end of the raid
but people continued to choke HQ and go for a snipe. from the dev's perspective, that's the problem of the player since they made it harder to do that and were wanting them to take other territories and lower HQ bonus
but from our perspective, the devs have made an unbalanced change and have not made any other changes to help make taking outer territories in the claim easier
