There is literally nothing you can do against a guild warring out of personal emeralds unless you fight back with personal emeralds.
Think of it like this.
When they fight with personal emeralds, they can get the shortest wait-time of two minutes, attack any territory they want, ALL without giving tax money to the guild they are attacking

My guild is honestly based on my own guild experience, which is why ANO will always recruit from all levels. There are also no xp or emerald requirements because in my first guild I was a slave of xp donating and I never leveled up as a result. Lets just say that at level 40 I had already grinded enough xp probably to get to level 75, the max at the time :/

It would be more than an hour before you can attack another territory just on your guild bank
Which isn't feasible
And you cannot rely on tax income because if your enemy is warring with personal emeralds, they don't pay taxes and hence you don't get any
The system severely punishes guilds warring out of their guild bank with extreme tax rates
Which are completely voided when paying out of your own money

Not to mention that while your attacking, there is also resistance and you are getting attacked back, meaning you are losing even more money subsidizing these wars. Your enemy is already on their feet naturally and has resources and emeralds to subsidize their wars.
You place your HQ and it gets taken. You basically start from scratch all over again.

I never thought we would have to pay to use the feature.

Also if you are getting attacked and they are paying out of their own emeralds, it is dummy hard not to respond by also attacking out of your own emeralds
They are attacking freely without repercussions and you don't benefit from the taxes in which would realistically fuel your wars

THEN, you still don't have nearly enough emeralds to war, and its over an hour
and since everyone on the map right now is allied, the cheapest route just goes around you
so you don't benefit from taxes

Its a part of the game with very little when it comes to personal gain, you can make some money and some tomes now, but its jack shit
so putting so much money in is stupid
there's literally barely anything else in this game u have to pay to do for NO personal gain
imo they should buff emerald seeking/tomes significantly so that guilds can pay their members more, add some sort of scheduling system for this maybe? and so tomes can benefit more members
though honestly I don't see Tomes being distributed from the top like, 10 members, in 90% of guilds
