But yeah, the short term effect of guild slots being cut is terrible. It is a challenge having 17 more members than I am now suppose to have, and others deal with even larger amounts.
Every time there is an update, many players come back to also seeking to rejoin their guilds
Not to mention this update actually revolutionized guild wars
And there is absolutely no space to accommodate them
Or any other member with interest
In the long term it is meant to balance it out
But the short term effect takes root at the worst time possible because it went into play as part of the update: an update which has brought so many players back.

It isn’t to indefinitely make guilds smaller
They nerfed level xp requirements, guilds will level faster than before
It is a measure of balance
And it makes sense to implement with the long term in mind
In the long term, everyone will virtually be at a higher level and hence have their slots again

Right now, territories essentially produce exclusively what it takes to upkeep them. It is not in the interest of many players and guilds to put in the effort of owning land while it is still not rewarding. It will be soon enough, but time is better spent on the other content added with the 1.20 update.
