First off, a few guild tomes (Sadist, Mastermind, Brute, Ghost, Arsonist) will be getting their SP increased from 3 to 4, at the cost of their respective elemental damage ID being removed.
More importantly, Weapon Tomes will no longer give skill points in ANY fashion. This affects Earthbound, Nimble, Mystical, Warding, Athletic, and Astral tomes. Therefore, the max possible SP is being reduced from 215 to 205, and that only guild tomes will provide any skill points at all.

Building on what ataraxia said, gifting guild tomes via tome seeks/season milestones etc should run ADJACENT to guild weekly challenges rewarding tomes, that way, ontop of getting a guaranteed tome, you can also have the chance to get more via in guild giveaways or top 10 warrers etc.
