Some people might get it given to them, some people might not have gotten it for that perk and just use it incidentally (this is the case with me and HERO, and honestly I type so slow it doesn't really do much for me most of the time), and I think it's more an issue that this isn't something you should be able to buy, rather than anything particularly scummy on the part of the people buying it. They probably just get frustrated same as you and cave to the tactic, you know?
