I assume they're referring to Recall, which is described on Blizzards website too allow her to "Travel back in time to your previous location and health", which is an extremely weird form of time travel that somehow reverses physical damage, which means it's somehow remembering her local state and reversing it in a way that affects her gear as well, though if like Zot said it doesn't affect cooldowns, then it's somehow limited in how much it impacts her external gear, in that it's only pulling them with her and not actually reversing them temporally, (kind of seen in the animation, where her guns get slightly away from her hands while she's reversing), which I take to mean that in this case, it would just get pulled with her. The same would also likely happen with Blink, which seems to drag things along with her body in the same way.

Since it doesn't actually affect objects besides her body other than moving them, then there's no reason it should move them back in time to where they were before, only that they should be dragged along back to where her body was.
