Those who don't know have never needed to test their vision to that degree and thus don't have glasses. Those who do know have been to an optometrist and seen the photo because they have bad vision (and thus have glasses).

This removed enough of them from circulation to make them actually rare.

The mint stopped directly injecting them in 2002, but you can still get them.
