I FINALLY got a fix for this. Jesus.

For the "A New Beginning" Quest in the frog tavern, if you can't get sneak downstairs scene to happen, what I did was went completely out of the province, changed servers, went back in, and then re-tracked the quest. Most likely what worked is just trying a bunch of different servers and hoping to find one that it worked in. I went through like 10 different servers in the past hour trying to get this to work. good luck!

edit: people are getting it to work by just switching to EU servers!
