admiral is an insanely good progression chestplate for your level and can be bought from the galleon's graveyard dungeon merchant
absolutely go grab one and use it
phage pins are super nice boots for your level too and those are a boss altar drop, so you can easily farm those
good damage, nice spell cost reduction on your movement spell, and great mana regen
if you want to get into fallen, mana regen isnt as important since youll be burning your health as mana instead
you can use other quest items, merchant items, or boss altar items, but your current build is a mess of items that dont really synergize
your pants are designed for fire and thunder damage, your weapon is water and air
your boots are nice, and probably carrying your dps, but you could have invested much more skill points into the paladin tree to better utilize them

No that's definitely not the case, the first one increases whenever I do stuff on characters that aren't my 100%
