I forgot the exact answer but it doesnt give a flat increase of % on the roll depending on amp tier, but basically you're making the roll ranges smaller. Normally roll ranges at 30 to 130, amps will lower this range, which does make it "easier to roll", but you could still roll 0 on everything.
