im assembling the backend over this weekend and building some of the map

I've been there done that. It gets boring quickly, and you need nearly monthly world resets even if you make the quests crazy like mine million obsidian with unenchanted wooden pickaxe.

If i was to make my own server it would be full pve with guild upgrades(probably using towny as the plugin behind the scene), randomized mob loot and mob spawn, no mob spawners. with unlockable power boosts from upranks. Cosmetics from guild upranks.
Quests replaced with achievements, you basically provide the same thing but it is not so cumbersome to interact with, frictionless.

But anything you pick is more time consuming than you'd ever guess before trying to do it well. There is always some hard to nail source of lag and such.
