Even though wynn doesn't require mods. It isn't fully optimized to behave nicely for lower mid range systems (assuming your on PC) so generally swapping out/making some adjustments it's recommended.

As for the other possibility, are you sure it's your system (via hardware monitor or other tools) or would it also be your network?
