Hmm once you hit 87 you can do the canyon loot run and you could either get it from there because lots of chests (and the big chest at the end might have it?) other than that there are some quests that can give a decent amount of money and you can get it off the market

The “Master Piece” quest “Ultimate Weapon” are two that come to mind giving 3/7 le respectively

It’s a fabled so there isn’t a real good way to get one other than getting lucky with a chest

I could be wrong or maybe there is better advice but that’s my two cents at least

Lootrunning is good because it gets you to open a lot of chests and at the end you got a good chance to get fables. I don’t know many good ways to get rare items before that. If you haven’t done those quests I’d say that’s the best way to get the item with the least amount of hassle
