Wynn (early game) has gotten a lot of reworks and adjustments for it to be better during 2.0 - 2.1
Fruma (endgame) is the latest edition, obviously the best of the bunch
Gavel (mid-game) has barely gotten the reworks besides a few quest additions. Gavel is more of a quantity rather than quality. In its defense however, the lore stuff starts to get heavy, just needs better writing ofc
