Yes

They will be like 30% slower and won't pick up any boosters in the field.

But they will still function.

I can send a spreadsheet that can help you input limits, max and materials to see how they will affect the stats. There's a mod out there that tells you how many materials you need to feed to get to the maximum of a mount's limits, but it only recommends maximum possible level of materials. I always use my spreadsheet to count whether I truly need a level 60 Gem or if a level 20 one will suffice.

The part at the top is legacy. I tried to find the best way to feed on average, but it was costing more in resources.

I won't. My build is quite nice. It is not perfect, but it carries me through Fruma well enough.

When your average limit (add all Limits for all 8 stats, then divide by 8) reaches 20+, the feeding time increases to 6 hours per feed. This is the highest this timer ever gets.

The level and quality of materials do not affect the time it takes for a mount to consume it.
