Gavel is more stable because the Realm of War cannot cross the ocean towards them. Most of their conflicts and strife are from racism and being power hungry.

Wynn, being within war's territory, is very unstable. ||The recruitment system by Anathema|| was uses to combat it, and being in a lot more hostile environment... many of the residents don't have a lot of the internal conflicts like of Gavel.

Am I correct in assuming this?
