Need advice on a deal

Guy bought a 2003 Hyundai Elantra for $150 from some guy who said it wouldn't start but it was just a coolant problem.

Guy says he started the process to transfer the title from seller to him, but I don't trust it bc I live in a sketchy area and just can't trust people with that type of stuff

Guy offers to sell me the car for $1700, sign a bill of sale, and give me the keys. He still doesn't have the title. My dad is the one actually dealing w this guy. I don't want to make the sale without a signed title in front of me and my dad doesn't seem to understand that because "he trusts the guy". I offered a $500 deposit and would give the rest when I see a title. Thing is if I buy the car rn with no title and bill of sale I'd have to do a bonded title which means even more money I have to put out. My dad started screaming at me saying I'm stupid and I can figure it out myself, not to bother with this guy.

What do I do? Do I pay the $1700, get the keys, and bill of sale and just hope he actually started the process for the title so we can transfer it when he gets the title? Or do I just skip this one? I do need a car by June so I'm at a loss right now. I don't know anyone else with a car for sale either..
