How to do it:
Equip the hoverboots, and then drop onto the lower Jump Balloon. When it boosts you up, aim for the other Jump Balloon that is right next to it. When you make contact with the 2nd Jump Balloon, it launches you very high. Im assuming you can get even higher with Sprocket, as the character has a higher jump talent. I used Sprocket in this video.
