Time for basic booleans: || is ‘OR’ && is ‘AND’. If one OR the other is true return true. If one AND the other is true, return true.

there's 5 livery groups, base (the top level one that will be somewhat unique to each locomotive), generic (usable generic-ish liveries that all locomotives will get), long distance (Amtrak/Via liveries that generally only passenger locomotives will have), and special (stuff that is common, but doesn't fit in other categories, ie Santa Fe, NJT, Metra liveries etc)

All the P32s are dual mode, yes. Amtrak and Metro North both have them.

I believe the only difference between Amtrak and Metro North P32s is that MN has them delivered with nose escape hatches for use in the tunnel to Grand Central, while Amtrak had to cut holes and add them later so they could detour trains into Grand Central during construction.
