Okay, I was having a similar issue and we found out that cloudflare warp was causing it.

Try adding -log to your game's launch options to look for any hints in the terminal when connecting

Sometimes cloudflare warp runs without you being aware (if you have it installed), you can check by using one of those IP checker websites, if the ISP is Google or Cloudflare or something and you have an IPv6 address assigned, its likely that WARP was running hidden in the background
