From Tuesday, South Korea will immobilise any assets held by the Russian central bank in won currency and stop transactions with Russia’s central bank, following similar moves by the US and the EU, its finance ministry said.

South Korea also announced new penalties on key Russian sovereign wealth funds, the National Wealth Fund of the Russian Federation and Russian Direct Investment Fund, as well as Rossiya Bank, to cut them off from any business with South Korean people and companies.

The measures follow South Korea’s decision last week to ban transactions with seven major Russian banks and their affiliates, including Sberbank.

Details of any Russian central bank assets held in won cannot be disclosed without the holder’s consent, a finance ministry official said.

About 2,000 civilians have so far been evacuated from the town of Irpin near the Ukrainian capital Kyiv, police said on Monday.

A police statement did not make clear over what period the evacuations had taken place. Ukrainians fleeing Irpin were caught in shelling by Russian forces on Sunday and forced to dive for cover, Reuters witnesses said.

The prime ministers of the Visegrad Four countries - Hungary, Poland, the Czech Republic and Slovakia - will meet in London on Tuesday to discuss the war in Ukraine, the Hungarian prime minister, Viktor OrbĂĄn, said on Monday in a Facebook video.

OrbĂĄn also reiterated that the government of Hungary has published a decree which makes it clear that no weapons shipments can go to Ukraine from Hungarian territory.

Levi Strauss & Co is temporarily suspending commercial operations in Russia, including any new investments, joining a slew of western brands that have halted operations in the country following its invasion of Ukraine, Reuters reports.

“In 2021, approximately 4% of the company’s total net revenues were derived from eastern Europe, half of which was related to Russia,” the firm said in a statement.

Russia threatens Europe's gas supplies
The Kremlin has threatened to cut off gas supplies to Europe and warned that the price of oil could rocket to $300 a barrel if the western allies step up their economic war against Russia by banning energy imports.

As European leaders prepare to meet at Versailles on Thursday to discuss weaning the continent off Russian gas and oil, Moscow warned that any such move could be a catastrophe for the global market.

“A rejection of Russian oil would lead to catastrophic consequences for the global market,” said Russian deputy prime minister Alexander Novak, saying the price could more than double to over $300 per barrel.

Noting that Germany last month froze the certification of Nord Stream 2 that was due to pipe gas from Russia to Germany, he said Russia could cut off the existing Nord Stream 1 pipeline – one of the main sources of natural gas to Europe.

“We have every right to take a matching decision and impose an embargo on gas pumping through the Nord Stream 1 gas pipeline,” said Novak.

Russian advance has slowed 'significantly', Ukraine claims
The Russian advance in Ukraine has slowed “significantly” and its troops are “demoralised” according to the latest update on the fighting by the Ukrainian military.

In a Facebook post on Tuesday morning, the chief of staff of Ukraine’s armed forces said it was still fighting back against the invasion all over the country. This included “heroic” defence was continuing in Chernihiv, battles were ongoing in the suburbs of Mykolaiv, and the air force was repelling missile strikes.

The post says: “The opponent continues the offensive operation, but the pace of promotion of his troops has slowed significantly.

“The occupants are demoralised and increasingly tend to looting and violations of international humanitarian law.”

Maj Gen Vitaly Gerasimov, chief of staff of the 41st Army, a decorated veteran of campaigns in Chechnya, Syria and the Crimea, was reported dead by Ukrainian intelligence after it picked up a telephone conversation between two Russian FSB officers discussing the death.

The two FSB officers also lament that their secure communications were no longer functioning inside Ukraine, which gives some backing to reports that logistical and technical problems are plaguing the Russian military.

It said it would withdraw from other associations with Russia “in a phased manner, aligned with new government guidance”.

The Albanian capital, Tirana, has renamed the street of the Russian and Ukrainian embassies to “Free Ukraine”.

The city council approved the naming of Free Ukraine street in a unanimous vote yesterday.

The street was previously named after Donika Kastrioti, the wife of Albania’s national hero Skanderberg, reports Reuters.

Ukrainian president Volodymyr Zelenskiy accused Russia of war crimes after a Russian airstrike hit a maternity hospital in the besieged port city of Mariupol, allegedly wounding 17 people.

“An aerial bomb on a maternity hospital is the conclusive evidence that what is happening is a genocide of Ukrainians,” he said

The scale of the destruction in the Ukrainian port city of Mariupol at the hands of Russian forces has emerged in new satellite images that show devastated residential building, blasted parklands and smouldering grocery stores.

Shown alongside images from before the invasion, the pictures paint a bleak picture of the damage done so far to the besieged city, which Ukrainian president Volodymyr Zelenskiy described as “ultimate evidence that genocide of Ukrainians is happening” in the wake of the shelling of a maternity hospital.

The first image, taken by private company Maxar, shows the extensive damage done to grocery stores and a shopping mall in the city, with both buildings smouldering under the intense shelling

Another photo reveals the damage done to residential areas, where many residents are without power, heat, water or communications for over a week. Some of the buildings have been entirely destroyed.

On top of a $13.6 billion fund to deliver aid to Ukraine, the US House of Representatives confirmed it also passed legislation to ban US imports of Russian oil and other energy.

It passed the House with 414 votes in favour and 17 against and now goes to the Senate before being signed into law by US president Joe Biden. Fifteen Republicans and two Democrats opposed the measure, Reuters reports.

The Lithuanian capital Vilnius has given the Russian embassy a new address on “Ukrainian Heroes’ Street” to protest Moscow’s invasion of its pro-western neighbour.

“From today, the business card of every employee of the Russian embassy will be decorated with a note honouring Ukraine’s fighting, and everyone will have to think about the atrocities of the Russian regime against the peaceful Ukrainian nation when writing this street name,” Vilnius mayor Remigijus Simasius claimed in a statement.

Until now, the Russian embassy has taken its address from nearby Latvian Street, whose name remains unchanged.

But a hitherto nameless smaller road leading straight to the embassy acquired the Ukrainian moniker.

The Ukrainian military has released its daily operational report this morning, claiming the Russian advance into parts of Ukraine has slowed.

According to the update provided by the general staff of the armed forces of Ukraine, Russian troops have been held back in advancing upon Kyiv and regions of eastern Ukraine including Donetsk, Slobozhansky and part of the Tavrij operating districts.

The Ukrainian cities of Kharkiv, Okhtirku and Chernihiv remain protected while the defence of the southern city of Mariupol continues, the report adds.

The military said its main efforts are on preventing Russia’s progress from the south-east.

Russia forces have “reduced the pace” and personnel are “demoralised” while “the number of cases of desertification and looting has increased significantly,” the report adds.
