3d print it, steal some tires from Pirelli, 3d print rims, steal brakes from an f1 factory, buy a hydraulic pump on ebay, hook up all the hydraulics, steal engines from an engine manufacturer, 3d print a steering wheel, buy an LCD screen on ebay, buy a bunch of buttons, dials and switches on ebay, take some pedals from a barbie jeep, buy an arduino, learn to code, hook everything up, write a program for the screen and controls, paint it (or wrap it who knows) aaand ur done

@quick orchid first of all you need a Rolling Chassis Probably take it from a old Mid 2000s sedan. There are a lot of kits that transform FF sedans To MR cars. I think there's one called the goblin,and i think it's costs under 10k us dollars. And After you've Done all the mechanical Components, try 3d printing or Fibre glass A Body work of your style. After doing so Try to find a Wide Tyre and a Small Rim to fit your car. You can do a halo if you want as well. Just weld some tunes together it won't be hard.

The key to making a car or anything with wheels is up draw the wheels first
You can maybe get inspiration from this guy
He started from an E55 and built his own tube type chassis, aero and stuff
While it is not an F1 layout or anything, it's a lot of good ressources
