Yeah no reason to prevent tire changes under red flag. It really just makes sense that you can do it. I do think requiring a non red flag stop is good

I think for most people, being able to change tires during a red flag isn't the problem

It's that it counts as a normal stop so whoever stops during a red flag has literally no risk at all and therefore gaining multiple positions they probably should not have at all
