Add ?Rank Modlogs in the rules to inform users

This isn't known by default, people would be more adept to the rules understanding more in depth details of the rules if this command is listed in #rules , Common sense usually leads the way but having this here will help those who genuinely think they was wronged by mods for actions they did, which I have seen on plenty of occasions.
