I don't think he's overrated (maybe you could call bias from an Albon fan here), it's more that the Williams just isn't fast enough to be in a position where they can inherit points
last year really showed what he can do
this year the Williams doesn't have a 'good aspect' to it and seems to be around Haas in terms of how good the car is
