I think it should just be reduced- less wing opening up. Lowering DRS effects would bring it to a point where the battles could be in the corners, with the straights bringing the battles together

Swap it around. Make it you can't use it once you're within 1sec but can when you aren't. Leads to closer races.

but then wouldn't that just make it harder

because when you're in the dirty air

you can't overtake

the races are closer yeah

Yeah I realised that after thinking a bit more

but you have to stay in the tow of the car ahead and basically you have a few chances before you're forced to pull out for overheating

or you lose it in dirty air
