Can an individual or a company buy Formula 1/FIA?

Since the FIA is a 'federation organisation', it might not be possible, or maybe the shareholders just wouldn't sell it even for a good price.
If an individual/company bought it and fixed F1, it would be great. Is it possible?

Liberty Media owns FOM and Formula 1, basically they promote it and do advertising, meanwhile the FIA organises the races and decides the regulations

Does Liberty media have any control over FIA?
And if not, can they remove them and hire a different organisation to organise races and decide the regulations?

FIA owns the sport, Liberty owns FOM which promotes the sport. Liberty could try and break away from FIA but they would not be able to use Formula 1 as a name, nor utilize the history to promote it
