risking starting a massive debate here, but when we say something is wet, we imagine something along the lines of a permeable solid in contact with water
we don't describe liquids as wet
we describe solids as wet
so I say it is not wet

tbh it isn't a debate cuz everyone's agreeing
One water is not wet
"Wet" means it has come into contact with a liquid
Water is the liquid
Therefore, one [unit of] water is not wet
but two units are (is?) wet
because each unit is in contact with a liquid
