Well the question said, considering his performance while he was racing for the team. And at Mercedes he was worse than hamilton

Bottas had some good moments, such as Spain 2019 and Australia 2019, but that doesn't mean that he was better. All around, pace-wise, he was off. The fact that there were team orders doesn't justify Bottas suddenly being better than a 7 time champion.
Russell, on the other hand, has been much closer to hamiltom than Bottas. Russell has beaten hamilton at a higher rate than bottas ever did. We can exclude the first half of the year, where Hamilton was a guinea pig for mercedes, and Russell was still closer overall pace wise than bottas was.
We can even look at 2023 so far and it's clear that, especially over one lap, Russell can match or beat Hamilton consistently, which bottas was never able to do.

I started watching previous season and judging by the dozens of bottas videos I've seen, he's so clear. Russell could get better over time tho
