Are tire returns in Manager 23 bugged?

Sometimes it returns my least used, sometimes my most used

Sometimes it returns 1 set, sometimes 2, sometimes 3

It leads to some weekends where I should be able to have 2 fresh sets of softs but I just can't because the game pulls my softs first sometimes, regardless of wear...but not every time

Hey everyone, I just have a quick question, I was wondering if the boost kit cause this to become 11 NM or if it would stay at 8, the boost kit adds 3 NM, but if its already 8 then that would bring it up to 11 NM. But if its 5 to begin with, then it would just stay at 8. Thank you all!

so you wouldn't be able to add another boost pack on
