you have to pit anyway, you can adapt to ur rivals, like pitting earlier (undercut) or in the same lap or a few laps later

most people, at least when starting out, have a more stable setup with a bit of understeer (the front wheels break traction first)
i would say, to start, you run the default setup first
don't ask us what to do because everyone's different
try doing some laps at a medium difficulty circuit like australia or austria
learn how you like driving (more/less aero, brake balance, diff lock)
personally, i run with 2-3 more front aero, 2-4 less rear aero, softer front and stiffer rear suspension, 55-60% brake balance and lower tire pressures all around
again, don't use my setup, make you own
to get oversteer, increase front/reduce rear aero, lower front/increase rear tire pressures, lower front/increase rear ride height, increase front and decrease rear toe, or lower brake balance
