Because you can only get 19 points when you're 2nd with fastest lap so if the leader should get no points it would mean he needs to lose the lead which would mean that either an other driver gets the lead but that driver would again get points but if you would then be 1st you won't get 19 points anymore. So getting 19 points without the leader getting ones isn't possible.
Because you can't finish a race in 2nd if there's no winner.
