like in that area you have the sanddune behind the barrier and that's it. The marshall's post does have fence in front of it

or even the hairpin in Monaco doesn't have any catch fence even though people are standing directly behind the guardrail, probably because the speeds are so low and they don't think there's any risk of a car going over there
