Well my point is is that IndyCar isn't like say if Toto was the boss of the FIA rn, he has a responsibility to protect the sport because of the image of himself and his team rather than winning all the time. Plus, Penske knows what backlash for domination in that position is like with CART in 1991

Honestly it’s really good for teams as well

Like, they won’t have to worry about making and testing three different specs of engines

They’re running the same package in LA as in Michigan, at Darlington and at COTA

#

The only places that it’s different are Daytona and Talladega, and potentially Atlanta, so at most 6 races
