and there sort of was a car stopped that wasn’t on the racing line (the aston)

neither the aston or the porsche seemed like they had significant damage that made it impossible for them to move out the way, that’s why it wasn’t red flagged or SC. unlike the number 2 corvette later in the race which was damaged to the point where it couldn’t move out the way (same with the mercedes and the audi)
i’d blame it more on the people on the 77’s radio for not telling him about the upcoming cars
since a later interview with a driver (don’t remember who but it wasn’t the 77) they said that their race engineer told them to stop and that cars were blocking the road

saying a SC or red should have been thrown immediately is easy to say now in hindsight but like you said both cars were still running and drivable; had they thrown a SC or red flag immediately just for both cars to go on by themselves everyone would also have complained about an unnecessary SC/red
